Chandigarh residents are being charged nearly four times the face value for a Rs 5 non-judicial stamp paper at Sampark Centres. Additional application and facilitation charges of Rs 15.97 bring the total cost to Rs 20.97. This represents a 319.4% increase over the stamp paper's value. Advocate Ajay Jagga has questioned the legality and proportionality of these charges, citing rules that prevent vendors from charging more than the stamp's value. He has represented the issue to the UT administrator, seeking a review of the charges in light of e-governance principles.
