The Bihar government plans 11 townships across 10 districts, identifying lakhs of acres for development. Tikait stressed the need for transparency, social impact assessment, fair compensation, and farmers' consent to prevent large-scale land transfer and speculation. He questioned how the new Bihar Town Development Act, 2026, would uphold existing protections for farmers under the RFCTLARR Act, 2013.

भारतीय किसान यूनियन के नेता राकेश टिकैत ने बिहार के सैटेलाइट टाउनशिप प्रोजेक्ट्स को लेकर चिंता जताई है। उन्होंने किसानों की ज़मीन और हक़ों से समझौता न करने की चेतावनी दी है। बिहार सरकार 10 जिलों में 11 टाउनशिप बनाने की योजना बना रही है, जिसके लिए लाखों एकड़ ज़मीन की पहचान की गई है। टिकैत ने ज़मीन के बड़े पैमाने पर हस्तांतरण और सट्टेबाज़ी को रोकने के लिए पारदर्शिता, सामाजिक प्रभाव आकलन, उचित मुआवज़ा और किसानों की सहमति की ज़रूरत पर ज़ोर दिया। उन्होंने सवाल उठाया कि नया बिहार टाउन डेवलपमेंट एक्ट, 2026, RFCTLARR एक्ट, 2013 के तहत किसानों के मौजूदा सुरक्षा उपायों को कैसे बनाए रखेगा।
