Bihar Chief Minister Samrat Choudhary conducted an aerial survey of flood-affected districts including Vaishali, Saran, Purvi Champaran, and Gopalganj. He emphasized a zero-tolerance policy for administrative negligence during rescue operations and directed officials to ensure timely delivery of critical relief facilities. The survey followed a massive water discharge from the Valmikinagar barrage on the Gandak river, significantly increasing flood threats. Choudhary also conducted an on-site inspection at Dumaria Ghat, where the Gandak river was flowing significantly above the danger mark.

बिहार के मुख्यमंत्री सम्राट चौधरी ने वैशाली, सारण, पूर्वी चंपारण और गोपालगंज सहित बाढ़ प्रभावित जिलों का हवाई सर्वेक्षण किया। उन्होंने बचाव कार्यों के दौरान प्रशासनिक लापरवाही के प्रति शून्य-सहिष्णुता नीति पर जोर दिया और अधिकारियों को महत्वपूर्ण राहत सुविधाओं की समय पर डिलीवरी सुनिश्चित करने का निर्देश दिया। यह सर्वेक्षण गंडक नदी पर वाल्मीकिनगर बैराज से भारी मात्रा में पानी छोड़े जाने के बाद हुआ, जिससे बाढ़ का खतरा काफी बढ़ गया था। चौधरी ने डुमरिया घाट का भी मौके पर निरीक्षण किया, जहां गंडक नदी खतरे के निशान से काफी ऊपर बह रही थी।
