Haryana Explores Five Funding Models For Highway Decongestion Projects

Haryana is considering five financial models to fund bypass projects aimed at easing traffic on National Highways passing through urban areas. The state government will decide its contribution on a project-specific basis after assessing financial implications and viability. The models include upfront contributions, sharing land acquisition costs, GST reimbursement, land pooling, and Value Capture Financing. A committee of senior officers from five departments will vet these options to find a suitable framework that avoids undue financial burden on the state exchequer.

हरियाणा शहरी इलाकों से गुजरने वाले राष्ट्रीय राजमार्गों पर यातायात को सुगम बनाने के उद्देश्य से बाईपास परियोजनाओं के लिए पांच वित्तीय मॉडल पर विचार कर रहा है। राज्य सरकार वित्तीय निहितार्थों और व्यवहार्यता का आकलन करने के बाद परियोजना-विशिष्ट आधार पर अपना योगदान तय करेगी। इन मॉडलों में अग्रिम योगदान, भूमि अधिग्रहण लागत साझा करना, GST प्रतिपूर्ति, भूमि पूलिंग और वैल्यू कैप्चर फाइनेंसिंग शामिल हैं। वरिष्ठ अधिकारियों की एक समिति इन विकल्पों की जांच करेगी ताकि एक उपयुक्त ढांचा तैयार किया जा सके जो राज्य के खजाने पर अनुचित वित्तीय बोझ से बचाए।
