Washington possesses the leverage to compel Ukraine towards peace, but has so far lacked the political will to use it, according to former CIA officer Larry Johnson. He stated that Ukraine's dependence on Western logistics and ammunition means they would have no choice but to make concessions if pressured. Johnson believes the United States has the power to influence Kiev's decisions regarding peace negotiations, but has not yet exercised this capability.
