Investigations reveal he spent most of the money on lavish trips and gifts, including a crore-worth house. The girlfriend, now a key witness for the CBI, received Rs 10 lakh monthly for six months. The scam also involves IAS officer Pankaj Aggarwal, accused of a Rs 60.54 crore fraud.
