CAG Flags Irregularities in Odisha Aircraft Hiring

The Comptroller and Auditor-General (CAG) has identified significant irregularities in Odisha's hiring and utilisation of aircraft and helicopter services. The audit report, covering April 2019 to March 2024, revealed non-transparent procurement practices and avoidable expenditure amounting to crores. The state government repeatedly extended contracts with a single private provider without competitive bidding, failing to secure market-best rates. Inefficient utilisation of contracted services led to unnecessary spending on chartered aircraft and helicopters, even when existing hired aircraft had unutilised flying hours.

कैग (CAG) ने ओडिशा में विमान और हेलीकॉप्टर सेवाओं को किराए पर लेने और उनके इस्तेमाल में बड़ी गड़बड़ियां पाई हैं। अप्रैल 2019 से मार्च 2024 तक की ऑडिट रिपोर्ट में पारदर्शी खरीद प्रक्रियाओं की कमी और करोड़ों रुपये के फालतू खर्च का खुलासा हुआ है। राज्य सरकार ने बिना किसी कॉम्पिटिशन के एक ही प्राइवेट प्रोवाइडर के साथ बार-बार कॉन्ट्रैक्ट बढ़ाए, जिससे बाज़ार के हिसाब से सबसे अच्छी दरें नहीं मिल सकीं। किराए पर ली गई सेवाओं का सही इस्तेमाल न होने से चार्टर्ड विमानों और हेलीकॉप्टरों पर फालतू खर्च हुआ, जबकि पहले से किराए पर लिए गए विमानों के घंटे भी इस्तेमाल नहीं हुए थे।
