RBI Governor: Upper-Layer NBFCs Must List on Stock Exchanges

RBI Governor Sanjay Malhotra stated that Non-Banking Financial Companies (NBFCs) classified in the upper layer must list on stock exchanges. Core Investment Companies (CICs) accessing public funds, directly or indirectly, are required to register with the central bank. Malhotra clarified that only CICs without access to public funds are exempt from registration. This comes amid debate over Tata Sons' potential listing, which the RBI recently directed to comply with upper-layer NBFC rules.

आरबीआई गवर्नर संजय मल्होत्रा ने कहा कि अपर लेयर में आने वाली नॉन-बैंकिंग फाइनेंशियल कंपनियों (NBFCs) को स्टॉक एक्सचेंजों पर लिस्ट होना पड़ेगा। पब्लिक फंड का इस्तेमाल करने वाली कोर इन्वेस्टमेंट कंपनियों (CICs) को सीधे या परोक्ष रूप से सेंट्रल बैंक में रजिस्टर कराना होगा। मल्होत्रा ने साफ किया कि पब्लिक फंड का इस्तेमाल न करने वाली CICs ही रजिस्ट्रेशन से बाहर रहेंगी। यह बात टाटा संस के संभावित लिस्टिंग पर चल रही बहस के बीच आई है, जिसे हाल ही में आरबीआई ने अपर-लेयर एनबीएफसी नियमों का पालन करने का निर्देश दिया था।
