The Himachal Pradesh High Court has questioned the identification of forest land for muck dumping near Dharamshala, noting that five of the six identified sites are on protected forest land. The court expressed concern that the forest department's primary duty is to protect such land from non-forest purposes. It questioned how forest land could be identified or utilized for muck dumping, especially without exploring alternative government lands. The court has directed the chief conservator of forests to file a supplementary reply addressing the proposed use of forest land.
