Costa Rica's new maximum-security mega-prison, the High-Containment Center Against Organized Crime (CACCO), has received its first 123 inmates. Built with Salvadoran assistance on the outskirts of San Jose at a cost of $35 million, the facility can house 5,100 prisoners. Justice Minister Gabriel Aguilar stated it marks a new chapter in penitentiary history and will help reduce overcrowding. The prison symbolizes a tough-on-crime approach, responding to a recent surge in drug trafficking-related violence and homicides in the country.
