Zelensky Claims Putin Ordered Military to Abandon Rules in War

Mint · world

Ukrainian President Volodymyr Zelensky alleges that Russian President Vladimir Putin instructed his military leaders in September to remove restrictions on air campaigns. Zelensky cited intercepted communications as intelligence for this claim, speaking from a Kyiv school recently struck by a drone. He stated that Russia is intensifying aerial attacks on cities like Kyiv, Kharkiv, and Odesa, targeting infrastructure including schools and hospitals. Russia has denied deliberately targeting civilian facilities, though debris from a school strike reportedly bore Russian manufacturer markings.
