Syrian authorities have apprehended Ali Kayali, also known as Mihrac Ural, a suspect accused of involvement in the 2013 mass killings of civilians in Baniyas and the nearby village of Bayda. State news agency SANA reported that intelligence officials arrested Kayali as he attempted to cross the border. He was known to lead an armed group loyal to the then-president Bashar al-Assad at the time of the atrocities.
