Kerala's Paddy Field Conservation Law Diluted, Leading to Significant Decline

The Hindu · india

Kerala has witnessed an 80% drop in paddy fields, from 8.82 lakh hectares in 1974-75 to 1.76 lakh hectares in 2024-25. This decline persists despite the Kerala Conservation of Paddy Land and Wetland Act (KCPWA) enacted in 2008. Structural and procedural modifications, including amendments in 2015, have diluted the law's effectiveness. These changes have regularised unauthorised conversions and legitimised reclamations, undermining the original conservation intent. Neglecting these fields impacts biodiversity, hydrology, and microclimates, exacerbating food insecurity and flood risks.
