The Goa bench of the Bombay High Court has ruled that electoral registration officers must decide Form 8 applications during the Special Intensive Revision (SIR) of electoral rolls. The court stated that removing a voter's name without a hearing violates the right to vote. It ordered the Election Commission of India to restore the names of six family members whose Form 8 applications were rejected. The bench clarified that Form 8 is for corrections or shifts within a constituency, not for new registrations.
