He claimed the plan would have significantly increased international shipping costs. The IMO's Net-Zero Framework involves mandatory emissions standards and a greenhouse gas pricing mechanism, not formally a tax. While agreed in principle in April 2025, opposition has delayed its adoption. International shipping accounts for over 2% of global emissions.
