Delhi Police Commissioner Anurag Kumar informed the Supreme Court that "preventive measures" on October 10 were based on intelligence and aimed to prevent public disorder. Detainees were provided "hot, fresh and good meals" and held in makeshift centres for only two to six hours. Political leaders were offered refreshments in SHO chambers. Cellular internet was suspended within a four-km radius of Raisina Hill, not all internet services. These actions were taken to maintain peace and public order in the national capital.
