Kerala HC Orders Photos, Videos of Illegal Vehicle Modifications in Accident Reports

The Kerala High Court has directed the transport commissioner to ensure that colour photographs and videos of unauthorised vehicle modifications involved in accidents are uploaded to the e-DAR portal. This is part of accident reports to address safety concerns. The court specified that reports must detail violations of safety standards that increase injury risk. It also mandated inclusion of alterations to engine horsepower and braking systems. The National Informatics Centre was impleaded to resolve technical issues with printed reports where uploaded photos did not appear.

केरल हाईकोर्ट ने परिवहन आयुक्त को निर्देश दिया है कि वे दुर्घटनाओं में शामिल अनधिकृत वाहन संशोधनों की रंगीन तस्वीरें और वीडियो ई-ई-डी-ए-आर (e-DAR) पोर्टल पर अपलोड करना सुनिश्चित करें। यह दुर्घटना रिपोर्ट का हिस्सा है ताकि सुरक्षा चिंताओं को दूर किया जा सके। अदालत ने स्पष्ट किया कि रिपोर्ट में सुरक्षा मानकों के उल्लंघन का विवरण होना चाहिए जिससे चोट लगने का खतरा बढ़ जाता है। इसमें इंजन हॉर्सपावर और ब्रेकिंग सिस्टम में किए गए बदलावों को भी शामिल करना अनिवार्य किया गया है। नेशनल इन्फॉर्मेटिक्स सेंटर को प्रिंटेड रिपोर्ट में तकनीकी समस्याओं को हल करने के लिए पक्षकार बनाया गया था, जहाँ अपलोड की गई तस्वीरें दिखाई नहीं दे रही थीं।
