This action was taken because flat owners withheld four months of maintenance fees due to unresolved complaints about poor upkeep, including falling plaster and malfunctioning lifts. The dispute escalated with residents protesting and demanding the handover of maintenance to the Apartment Owners' Association, whose agreement with the agency expired over four years ago.
