Supreme Court Questions UPI MDR Charges

The Supreme Court has questioned the government and RBI regarding the new UPI payment rule, which imposes a 0.4% MDR on merchant transactions over ₹2,000. The court asked who benefits from this charge and whether it is a fee or a tax. The RBI clarified that MDR is a charge levied by payment aggregators and banks for their services, not a tax collected by the government. Finance Minister Nirmala Sitharaman previously stated the charge is not on consumers and does not go into the consolidated fund.

सुप्रीम कोर्ट ने सरकार और RBI से ₹2,000 से ऊपर के मर्चेंट ट्रांजेक्शन पर 0.4% MDR लगाने वाले नए UPI पेमेंट नियम के बारे में सवाल पूछे हैं। कोर्ट ने पूछा कि इस चार्ज से किसे फायदा होता है और क्या यह कोई फीस है या टैक्स। RBI ने साफ किया कि MDR पेमेंट एग्रीगेटर और बैंकों द्वारा अपनी सेवाओं के लिए लिया जाने वाला चार्ज है, यह सरकार द्वारा वसूला जाने वाला टैक्स नहीं है। वित्त मंत्री निर्मला सीतारमण ने पहले कहा था कि यह चार्ज उपभोक्ताओं पर नहीं है और यह कंसोलिडेटेड फंड में नहीं जाता है।
