Goa and Portugal are commemorating the 500th anniversary of the Foral de Goa, a decree issued on September 16, 1526, by King João III of Portugal. Historians consider this codified set of 49 laws Goa's first constitution and one of the earliest preserved documents of its kind in South Asia.
