Delhi's GRAP-1 and Winter Action Plan Overlap; Stricter Rules Apply

Delhi is implementing both the GRAP Stage-1 pollution control measures and the government's Winter Action Plan simultaneously. GRAP Stage-1 is triggered by an AQI between 201-300 and imposes restrictions on waste burning, tandoors, and older vehicles. The Winter Action Plan, effective to, introduces stricter rules independent of AQI levels, including 50% work-from-home and restrictions on non-BS-6 vehicles. Where rules overlap, the more stringent regulation will be enforced, requiring compliance from commuters, construction agencies, and offices.
