Kerala Chief Minister V.D. Satheesan's claim that purchasing power from Himachal Pradesh would cost an additional ₹2,232 crore is now under scrutiny. KSEB documents suggest the Himachal Pradesh offer was more suitable for peak-hour needs and involved lower aggregate expenditure for November 2026 to March 2027. While Satheesan stated GNA Energy offered more supply during peak hours, KSEB documents indicate Himachal Pradesh offered a higher capacity and lower net financial outflow. The KSEB's proposed power purchase has not received prior approval from the Kerala State Electricity Regulatory Commission.
