NITI Aayog's Rajiv Gauba Calls For Empowered Urban Governments

NITI Aayog member Rajiv Gauba stated that cities cannot be effectively governed from state capitals, advocating for greater administrative and financial autonomy for urban governments. He called for comprehensive reforms in urban governance, planning, and financing to achieve the vision of Viksit Bharat by 2047. Gauba stressed the need for stronger municipal institutions, directly elected mayors with five-year terms, and the transfer of 18 functions from states to local bodies. He also urged reforms in urban planning, including relaxing FARs and promoting mixed-use zoning to reduce housing costs.

नीति आयोग के सदस्य राजीव गुबा ने कहा कि शहरों का शासन राज्य की राजधानियों से प्रभावी ढंग से नहीं किया जा सकता है, और उन्होंने शहरी सरकारों के लिए अधिक प्रशासनिक और वित्तीय स्वायत्तता की वकालत की। उन्होंने 2047 तक विकसित भारत के दृष्टिकोण को प्राप्त करने के लिए शहरी शासन, योजना और वित्तपोषण में व्यापक सुधारों का आह्वान किया। गुबा ने मजबूत नगरपालिका संस्थानों, पांच साल के कार्यकाल वाले सीधे निर्वाचित महापौरों और राज्यों से स्थानीय निकायों में 18 कार्यों के हस्तांतरण की आवश्यकता पर जोर दिया। उन्होंने शहरी नियोजन में सुधार का भी आग्रह किया, जिसमें FAR को शिथिल करना और आवास लागत को कम करने के लिए मिश्रित-उपयोग ज़ोनिंग को बढ़ावा देना शामिल है।
