The bill, passed by the U.S. Senate, aims to sanction Russia's energy sector and oil trading partners. Democratic Congressman Steny Hoyer's amendment specifically lists China, India, Turkiye, and several other nations. Another amendment seeks to remove the section authorizing these broad secondary tariffs altogether.
