This new internal guidance follows several incidents where drivers were shot during encounters with ICE agents. The memo directs officers to record vehicle information for investigation instead of pursuing fleeing vehicles. It also mandates that only trained officers can use techniques like pinning or spike strips, and all officers must wear and activate body cameras during stops.
