Uttar Pradesh Chief Minister Yogi Adityanath addressed the fifth convocation ceremony at Dr. Ram Manohar Lohia National Law University in Lucknow. He used the concept of a 'developed India' to explain the responsibilities that come with a degree, stating that 140 crore Indians would be petitioners in a case for a developed India. Adityanath also referenced the 1975 Emergency, highlighting the Allahabad High Court's decision to annul Indira Gandhi's election and Justice HR Khanna's dissenting opinion.

उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने लखनऊ में डॉ. राम मनोहर लोहिया नेशनल लॉ यूनिवर्सिटी के पांचवें दीक्षांत समारोह को संबोधित किया। उन्होंने डिग्री के साथ आने वाली ज़िम्मेदारियों को समझाने के लिए 'विकसित भारत' की अवधारणा का इस्तेमाल किया और कहा कि 140 करोड़ भारतीय विकसित भारत के मामले में याचिकाकर्ता होंगे। आदित्यनाथ ने 1975 की इमरजेंसी का भी ज़िक्र किया, जिसमें इंदिरा गांधी के चुनाव को रद्द करने के इलाहाबाद हाईकोर्ट के फैसले और जस्टिस एचआर खन्ना की असहमति वाली राय पर प्रकाश डाला।
