Russia is not seeking to create an alternative to the Arctic Council, but rather to preserve the existing body, according to Vladislav Maslennikov, a Russian Foreign Ministry official. He stated that all Arctic Council members intend to maintain the organization, hoping it will emerge from its current inactive state. Maslennikov emphasized that the council's unique platform for discussions between Arctic nations and indigenous peoples cannot be easily replaced.
