Kerala High Court Orders Notification of Anti-Ragging Guidelines Within Two Weeks

The Kerala High Court has directed the state government to notify the Anti-Ragging and Student Welfare Guidelines, 2026, within two weeks. These guidelines mandate that institutional heads must report ragging complaints to the police within 24 hours and suspend accused students. The proposed rules establish anti-ragging committees, squads, and wellness clinics in educational institutions, with universities and the state also required to set up monitoring cells. The guidelines also specify a one-month quarantine for seniors and define collecting fresher contact details as a ragging attempt.

केरल हाई कोर्ट ने राज्य सरकार को दो हफ़्ते के अंदर एंटी-रैगिंग और छात्र कल्याण गाइडलाइंस, 2026 को नोटिफाई करने का निर्देश दिया है। इन गाइडलाइंस के तहत, संस्थागत प्रमुखों को 24 घंटे के अंदर रैगिंग की शिकायतों की सूचना पुलिस को देनी होगी और आरोपी छात्रों को निलंबित करना होगा। प्रस्तावित नियमों में शैक्षणिक संस्थानों में एंटी-रैगिंग समितियों, स्क्वाड और वेलनेस क्लीनिक की स्थापना का प्रावधान है, साथ ही विश्वविद्यालयों और राज्य को निगरानी सेल स्थापित करने की भी आवश्यकता होगी। गाइडलाइंस में वरिष्ठ छात्रों के लिए एक महीने के क्वारंटाइन का भी उल्लेख है और फ्रेशर्स के संपर्क विवरण एकत्र करने को रैगिंग का प्रयास बताया गया है।
