This directive came during a hearing for a petition filed by M Jothivel, a personal assistant challenging his transfer. The court granted an interim stay on the transfer order, allowing Jothivel to resume duty but restricting his administrative work. The court also addressed concerns about potential false complaints being filed.

मद्रास हाईकोर्ट ने मानव संसाधन प्रबंधन विभाग के सचिव को पिछले पांच वर्षों में सरकारी कर्मचारियों द्वारा वरिष्ठ अधिकारियों के खिलाफ SC/ST एक्ट के तहत दर्ज की गई शिकायतों का विवरण देने वाली एक रिपोर्ट तैयार करने का निर्देश दिया है। यह निर्देश एम. जोथिवेल, एक व्यक्तिगत सहायक द्वारा अपनी स्थानांतरण को चुनौती देने वाली याचिका की सुनवाई के दौरान आया। अदालत ने स्थानांतरण आदेश पर अंतरिम रोक लगा दी, जिससे जोथिवेल को ड्यूटी फिर से शुरू करने की अनुमति मिल गई, लेकिन उनके प्रशासनिक कार्यों को प्रतिबंधित कर दिया गया। अदालत ने झूठी शिकायतें दर्ज होने की संभावित चिंताओं को भी संबोधित किया।
