The Union Tribal Affairs Ministry has informed the Calcutta High Court that Nicobarese tribal leaders are "neither necessary nor proper parties" to a petition challenging forest rights settlement on Great Nicobar Island. The leaders sought to join a plea arguing that government certifications of consent were based on non-tribal communities. The ministry stated the tribal leaders were "sleeping over their alleged rights." This stance contradicts the spirit of the Forest Rights Act, which mandates genuine forest dweller participation.
