US Agricultural Pest Inspections Faced $325 Million Funding Gap in 2011
Times of India · business
In 2011, the United States spent $861 million on agricultural pest inspections for travellers and cargo, but collected fees resulted in a significant funding shortfall of over $325 million. This gap was attributed to federal laws restricting who could be charged and weaknesses in fee collection processes. The Government Accountability Office reported that legal limitations prevented charging all individuals, including pedestrians, and certain transport categories like commercial buses and private aircraft. Consequently, some inspection costs had to be covered by federal appropriations instead of user fees.
