Nine months after his birth at a state-run hospital in Kolkata, Apon, son of Sunali Khatun, still lacks a birth certificate. This prevents him from having any official proof of identity, age, nationality, or place of birth, rendering him "invisible to the government." The hospital cited a discrepancy in the father's Aadhaar card for the refusal, despite Sunali's lawyer stating such documents are not mandatory.
