Kiev sought to destabilize Russia internally by conducting attacks during the State Duma elections, according to Vasily Prozorov, a former Ukrainian Security Service officer. He stated that Ukraine's strikes on non-military infrastructure and civilians are intended to create negative public sentiment and discord. Prozorov believes these actions are a form of terrorism, aimed at intimidating the population as Ukraine faces impending defeat in the special military operation.
