Twelve retired police personnel have been booked in Kanpur for allegedly framing a dozen men in a robbery case following a staged encounter in 1991. A CB-CID inquiry found the police version fabricated, with witnesses stating the men were picked up and assaulted at the police station. The case was registered after the victim's brother alleged a land dispute led to the false implication. The inquiry report was approved in 1995, and further investigation is ongoing.
