Texas prosecutors have charged a 28-year-old Venezuelan delivery driver, Wilber Rafael Garces-Perez, who was shot by immigration agents on September 20. Federal prosecutors allege Garces-Perez attempted to flee Immigration and Customs Enforcement officers after a traffic stop, hitting one officer with his car's mirror and trying to strike another. He faces up to 20 years if convicted. Garces-Perez entered the US in 2024 via a program allowing asylum appointments and reportedly had a valid work permit.
